The requirements for Student Visa (Subclass 500) have often changed over the years. In fact the Student Visa structure and subclasses have been changed drastically in the last few years. Student Visa (subclass 500) enables you to study full-time in a recognised educational institution in Australia for up to 5 years (in most cases).
To be eligible, you must:
Be at least six years of age
Have been accepted to study at a recognised educational institution in Australia
Have health insurance (OSHC)
Have an appropriate living and financial arrangements for the duration of your stay here in Australia.
Must show your proficiency in the English Language.
In the past, people have often abused this system by overstaying their visa or not studying as per requirements. This has led to the Australian government becoming more strict with their criteria for the Student Visa (Subclass 500).
The New Student Visa (Subclass 500) English Requirement:
Depending on many factors like what country you are from, what course you are enrolled in and which school or college or university you will be studying at, the new minimum English Test Scores accepted by the Australian Government are listed below may apply to you.

Minimum Test Score: B for each test component
Minimum Test Score (combined with at least 10 weeks ELICOS): N/A
Minimum Test Score (combined with at least 20 weeks ELICOS): N/A

What if you only have IELTS 5? or IELTS 4.5? or Less!?
If you package English studies in before you start your main course(s) of studies, then your English level minimum requirement can be lowered.
At least 10 weeks of English - IELTS 5, TOEFL internet based test 35, CAE 154, PTE 36
At least 20 weeks of English - IELTS 4.5, TOEFL internet based test 32, CAE 147, PTE 30

TOEFL (paper based) results are no longer accepted (from 6 June 2018) for Student Visa applications. However, the removal of TOEFL is still in its transitional arrangements.
Despite the change, TOEFL-PBT results will be accepted for Subclass 500 applicants who:
For these results to be acceptable, it must not have been taken more than 2 years before you apply for your student visa.
IELTS, TOEFL (internet based), CAE, PTE and OET are the 5 English Tests that are still being accepted by the Australian Government.
Exemptions to the English Test Score Requirement
In some exceptional circumstances, you might be exempt from providing your English Test Score. Some circumstances include:
You have completed at least 5 years' study in one or more of the following countries: Australia, UK, USA, Canada, New Zealand, South Africa, or the Republic of Ireland.
You are a citizen and hold a passport from UK, USA, Canada, New Zealand or the Republic of Ireland.
You are enrolled in full-time school studies as a principal course including in a secondary exchange
programmed, a postgraduate research course, a standalone English Language Intensive Course for Overseas Students (ELICOS), and Foreign Affairs or Defence sponsored students.
You completed, in Australia and in the English language, either the Senior Secondary Certificate of Education or a substantial component of a course leading to a qualification from the Australian Qualifications Framework at the Certificate IV or higher level, while you held a student visa in the 2 years before applying for your student visa.
